I think LM317 has gone. Replace it. This is @yura2002 product. He also help you to recovery this cable

It is somewhat complicated, I modified the adapter, that is, I take out the cables to work on the table Pin 16+ Pin5- Kline Pin7
Can H Pin6 Can L Pin14. The negative cable stuck from diode A + melted and this hit the Kline remove all the cables but it did not work anymore the adapter yesterday was measuring the LM317 and apparently it is fine, it has pin # 1 setting 9.01v, pin # 2 out 10.22v pin # 3 in 11.65v. and the diode is ok

 

 

 

 

I think some component is damaged, I am worried that the iprog has been damaged? Although the rest works well for me, I read the perfect eeprom
